This past Monday night, Cornerstone Actionheld a lecture at St. Anselm College’s Institute of Politics that featured Dr. Jennifer Roback Morse of the Ruth Institute. The title of her talk was “Making the case for Traditional Marriage for New Hampshire“. A crowd of about 150 people filled just about every seat in the auditorium and she gave them their money’s worth with a long and idea filled discussion of the benefits to traditional marriage vs [gay] marriage.

AP: "N.H. Lawmaker: Ditch Gay Marriage, Adopt Civil Unions"

The sponsor of a bill to repeal New Hampshire's gay marriage law proposed Tuesday to give voters a chance to weigh in through a nonbinding ballot question on whether the state should restore a 2007 civil unions law.

State Rep. David Bates, a Windham Republican, said his proposal would repeal gay marriage effective March 31, 2013, and replace it with civil unions. He said if voters decide in November they want to keep civil unions for homosexuals, gay marriage would be repealed. He said if voters object to repealing gay marriage, lawmakers would have time to stop the repeal from taking effect.

The civil unions law enacted in 2007 was considered by gay marriage supporters to be marriage in all but name. Bates' proposal is intended to return to that law by giving same-sex couples the contractual protections of marriage and requiring them to go through divorce proceedings like heterosexual couples.

Washington, D.C. — The National Organization for Marriage (NOM) today urged the New Hampshire legislature to pass HB 437, compromise legislation to restore civil unions for same-sex couples, and repeal same-sex marriage while protecting couples who have already been "married." The bill's author, Rep. David Bates, has said he will offer an amendment letting voters have the final say on the legislation through a statewide referendum vote.

"Gay billionaires like Tim Gill forced same-sex marriage on the state in 2009 without voters having any say," said Brian Brown, NOM's president. "We urge the legislature to adopt this compromise bill and let the voters have the final say."

New Hampshire State Rep. David Bates on the Effort to Restore Marriage

The National Catholic Register interviews NH State Rep. David Bates on the effort to restore the real definition of marriage:

“We have, right now, an illegitimate definition of marriage in our state,” said Bates, the lead sponsor of a bill that would turn back the 2009 law that legalized same-sex “marriage” in his state. If the bill passes, it would mark the first time that a legislature will have reversed itself on the contentious issue.

The New Hampshire Legislature is expected to vote later this month on Bates’ bill, which appears to have enough support to pass the Republican-controlled state House and Senate. Gov. John Lynch, a Democrat who opposed same-sex “marriage” before reversing his position and signing the law in 2009, has vowed to veto the bill.

“I’m sure (the bill) will go to the governor. I’m sure he will veto it. We’ll deal with that when the time comes,” said Bates, adding that it was preliminary to speculate whether there is enough support in the legislature to override a veto.

... The Diocese of Manchester in New Hampshire has thrown its support behind Bates’ bill, though it would restore the civil unions that same-sex couples in New Hampshire received before the 2009 law. The diocese said the bill was an “incremental improvement” toward the goal of the “full restoration of justice” and urged Catholics to contact their local representatives.

There’s been a flurry of activity on same-sex marriage lately, with Washington becoming the seventh state permitting it, the New Jersey legislature approving it despite a veto threat from the governor, the Ninth Circuit ruling the California same-sex marriage ban to be unconstitutional, and Maryland poised this week to be the eighth state to make it legal.

Now, some lawmakers in New Hampshire want to be the first in the nation to go the other way. A bill to repeal the state’s same-sex marriage law appears to have a chance at passing both houses of the state legislature, the New York Times reported. Gov. John Lynch, a Democrat, has promised to veto such a bill, but Republicans have veto-proof majorities in the New Hampshire House and Senate. If the repeal overcame a veto, it would mark the first time a legislature overturned a same-sex marriage law.

The bill, which can be seen here, would define marriage as “the legally recognized union of one man and one woman.”

... A vote in the N.H. House would have to happen by March 29, which is when legislation must be sent to the state Senate. Rep. David Bates, who introduced the bill last year after Republicans took control of the legislature, said the bill would be changed to make more members happy with it.

NYTimes: New Hampshire May Revoke its Gay Marriage Law

As same-sex marriage supporters celebrate victories in Washington and Maryland this month, they are keeping a wary eye on New Hampshire, where lawmakers may soon vote to repeal the state’s 2-year-old law allowing gay and lesbian couples to wed.

A repeal bill appears to have a good chance of passing in the state House and Senate, which are both controlled by Republicans. The bigger question is whether they can muster enough votes to overcome a promised veto from Gov. John Lynch, a Democrat.

... Should the repeal pass, New Hampshire would be the first state in which a legislature has reversed itself on the issue of same-sex marriage.

In Maine, voters repealed a marriage law through a referendum in November 2009, shortly after the Legislature approved it. This fall, a ballot initiative will ask voters to make same-sex marriage legal again. The California Supreme Court ruled in 2008 that same-sex couples there had a right to marry, but voters banned same-sex marriage in an initiative later that year. The issue remains in court.

Brian Brown Outlines NOM's New Hampshire Victory Strategy

In the New Hampshire Union Leader:

...NOM President Brian Brown said New Hampshire is in the spotlight.

“I think the Legislature has a chance to right the tremendous wrong of forcing this thing through a few years ago,” Brown said.

Asked what the $250,000 will be used for, Brown said: “We'll expose those candidates who decided to undermine marriage.”

Plans include running independent TV ads as well as donating directly to legislators' campaigns this year.

“There are limits on what we can do with direct contributions, whereas with independent expenditures or issue ads, we can spend unlimited funds,” Brown said.

In 2010, NOM spent more than $1 million, including running ads critical of Republican gubernatorial candidate Bill Binnie.

NOM expects to spend about $15 million nationally this year, backed by donations from 60,000 supporters.

“We're a national group, but we've got thousands of supporters in New Hampshire, and we work hand in hand in New Hampshire,” Brown said.

New Hampshire Journal Poll: 72% Support Effort to Restore Marriage

The New Hampshire Journal has released the results of its online survey and found overwhelming support for the legislature's efforts to restore marriage.

1. Do you support or oppose the efforts to define marriage as the union between one man and one woman?
Yes: 72% (771 votes)
No: 28% (293 votes)

Video: Hundreds Rally to Restore Marriage in New Hampshire

Local WMUR TV covers the rally. You can hear a pro-SSM protestor trying to shout down one of the speakers at the podium (0:18-0:26).

State representative David Bates says the other side is claiming "The marriage debate is over. It's time to move on." Rep. Bates asks the crowd, "What do you think? Is this debate over?" They respond: "NO!" He asks, "Do you think it's time to move on?" The crowd roars: "NO!" He continues: "I think it's time to move back to the true meaning of marriage."

Ken Mehlman's Libertarian Case for Gay Marriage

Ken Mehlman, former chairman of the GOP, is trying to sway independent-minded Republicans in New Hampshire to support gay marriage:

Mike Dennehy: New Hampshire Legislators Should Listen to GOP Base on Marriage

...Mike Dennehy, the New Hampshire lobbyist for the National Organization for Marriage, delivered an anti-same-sex-marriage treatise to Republican State Chairman Wayne MacDonald last week.

Dennehy is a senior GOP strategist who helped build John McCain’s New Hampshire presidential primary victories in 2000 and 2008.

“The 2012 elections provide plenty of opportunities but many pitfalls, as well,’’ Dennehy said in a memo obtained by The Sunday Telegraph.

“In the 20 years I’ve been running campaigns at every level, I can tell you that this year, more than any other, will hinge on the party who best motivates their base and gets them to the polls on Election Day.

“We have one issue this year that will motivate social and cultural conservatives to go to the polls for Republican candidates – traditional marriage.’’
Kellyanne Conway, of The Polling Co., did a survey late last fall that found 71 percent of Republicans oppose same-sex marriage laws.

News Coverage: NOM's $250K New Hampshire Commitment

The National Organization for Marriage has pledged to spend $250,000 to help elect New Hampshire lawmakers who support repealing the state’s gay marriage law.

The organization said Friday it will work to hold accountable lawmakers who oppose the repeal.

The Union-Leader:

After playing a big role in the 2010 elections, the National Organization for Marriage (NOM) said Friday it intends to spend $250,000 in New Hampshire legislative races to help legislators who support repeal of the state's same-sex marriage law.

The bill (House Bill 437) is expected to be up for a vote in February.

NOM president Brian Brown said that “61 percent of New Hampshire GOP primary voters support a legislative definition of marriage as the union between a man and a woman alongside of a provision for civil unions. We intend to hold every legislator accountable for his or her vote on marriage. Those who support HB 437 will be rewarded, while those who don't will suffer the consequences in the next election.”

... NOM says it helped mount successful legislative election efforts on the same-sex marriage issue in Minnesota, Maine, California, New York and New Hampshire.

The group contends it is “particularly effective at ending the careers of Republican officials who abandon marriage. For example, the group aired ads critical of Republican candidate Bill Binnie's position on same-sex marriage that resulted in his defeat in the GOP US Senate primary campaign in 2010.”
